WHILE PEDRO ZARAGOZA Sr. and his son Pedro Zaragoza Jr. have their picture taken with the mayor of Juárez and the governor of Chihuahua during the inauguration of a new shopping mall in the southeastern part of Juárez, back at the concentration camp that they’ve set up on the northwestern part of the city, his representative Catarino del Rio is carrying out the destruction of homes in Lomas del Poleo. Unlike the past, when the police remained “neutral” every time the paramilitary troops carried out their attacks against residents and members of human rights groups, this week the police did intervene—they arrested Antonio González, one of the leaders of the resistance at Lomas del Poleo.

Since he became mayor in October 2007, José Reyes Ferriz has said that his administration will not intervene to take down the fence and the guard towers that violate the human rights of the residents including their right to freedom of movement. During the confrontation this week, Guadalupe Pineda was injured as a result of being dragged behind the Zaragoza guard van for several yards.
